On snow and grocery store madness

Why do people rush to the grocery store when snow is imminent? Do they not plan ahead as per any other week? Do they expect to suddenly drink twice as much milk as normal? Do they predict sudden bouts of diarrhea, hence the mad rush on toilet paper?
